hello!---question for valid_range and actual_range

Hello all,

I have a easy question:

>From a NCEP netCDF file ,I read ulwrf : have
  ulwrf:valid_range = -100.f, 1000.f ;
  ulwrf:actual_range = 59.80005f, 363.5999f ;

I do not know what is this mean and what is the
difference?
