Yes, NCL can readily read NOAAPORT GRIB data produced by NCEP.
For the record, NCL also reads similar files produced by the UKMO.

Basically, these files have variables partitioned
into different areas of the globe.

The user will be sent two example NCL scripts that
illustrate reading/plotting/merging the data.
