Aha. I found that there was no libgfortran.so link to libgfortran.so.1,
so once I created that the compile ran:

pulsar:~> ncargex cpex08 -clean

Next I will need to see about getting my user's files to compile, but I
am more optimistic now. Thank you for the guidance.
