installing on Windows

I'm trying to follow the instructions for using NCL with Cygwin on windows.

I'm stuck at downloading the binary file. I downloaded the wget shell and ran it, and it says there are ESG credentials found.

But I successfully ran the MyProxyLogon Java file. When I navigate to the credential folder I can see the file.

Not sure how to proceed with the download.
