WRF NCL CYGWIN

Dear all,
Can WRF NCL tools run on cygwin ? I use NCL for other plotting routines
on cygwin but the WRAPPIT won't work on cygwin ?
I also tried RIP4 on cygwin but when I run "make" it does not work ? :-(
Any help is greatly appreciated.
