Hello,

I got the file you sent.
I had no problems creating a netCDF file.
I used versions 4.3.1 and the alpha version of 5.0.0

I have attached a dump of the netCDF file created by
       %> ncl_convert2nc fnl_070813_00_00 -e grb

Also, I placed the netCDF file at

ftp ftp.cgd.ucar.edu
anonymous
email
cd pub/shea/GRIB
get fnl_070813_00_00.nc
quit
