Hi Jun,
It is quite easy to install pre-compiled binary ncl 5.1.1.
you go to
http://www.earthsystemgrid.org/
click "Scientific Data processing and visualization software" and you will find ncl.
Download ncl 5.1.1.
and then follow the instruction:
http://www.ncl.ucar.edu/Download/install.shtml
You will be fine.
