All,

Bill provided me with a file offline, and indeed, it has complex
packing not supported by NCL. When trying to read a variable off the
file, we get a warning:

       warning:GenericUnPack: NCL does not yet handle gridded data
with complex packing: no valid values returned

and the values are all zero.

We've created a trouble ticket for this and will look into adding
support for complex packing. I'm not sure yet if this will make it
into V5.2.0 (which will probably be pushed out to January).
