This sort of operation is much simpler with CDO
(http://www.mpimet.mpg.de/fileadmin/software/cdo/) than NCL:

    cdo monmean daily.nc monthly.nc

I use CDO to "preprocess" a lot of my data before feeding it to NCL
scripts for additional calculations and plotting.
