vibeta revisited

Hi developer,

I asked a question about vibeta before, and the recommendation is not to use
it. Another method is suggested, which is using
*dpres_plevel<http://www.ncl.ucar.edu/Document/Functions/Built-in/dpres_plevel.shtml>
*to get dp, then multiplied by the varialble( Q for example in the Example
#2) to get the sum, as Example #2 did. However, I found that we also need to
get the interpolated value in the bottom and top. Now the question is how
does vibeta get the interpolated value on bottom and top? How many levels
are needed to get the interpolated value in the interpolation routine?

p.s. I think vibeta is very useful to have the whole functionality, so may
be we should improve it, rather than deprecate it :)
