Hi Minna,
This variable is all 0.0 with the different versions that I tried to read it with, so I don't think you're going to have much luck plotting it. 
But you're right, in later versions of NCL you start seeing some missing values that weren't there before.
I've created a ticket on this (NCL-993 for your reference). I'm not sure yet if this is a bug in our software, or if there's something wrong with the file. Hopefully Dave Brown will be able to sort this out.
