step by step download NCL to windows7

Hi all
 
I'm trying to first time download NCL to windows7
 
1-) first step is Request an ESG account------- ý have one account now.
 
2-) Download source code or the appropriate binaries for your system
 
 clicked on NCL Version 5.2.1 source code -- again clicked Download files for this collection
 
but there is a problem "We are sorry, but it seems you don't have enough privileges to access the requested resource.
 You may gain access by requesting membership in one of the following groups:
(select a group from the table, then click the Subscribe button) "
 
ý dont download the source code or binaries. what shall ý do
