Dear Mary,

Following your advice, I have tested cnHighLowLabelOverlapMode and
cnHighLabelConstantSpacingF but both resources are not working for control
the number of high labels. Could you recommend any other resources for
control this ?

I don't believe there is any way to control the number of high labels. I
agree, I don't know what this 'Count' resource's purpose is.

Have you tried some of the other cnHighXXXX resources for controlling the
labels? For example, you might want to look at cnHighLowLabelOverlapMode or
cnHighLabelConstantSpacingF.
