I have to say that mixing GRIB versions in one file sounds totally perverse. I think the only way that NCL could currently handle it would be to find some tool (wgrib2 or wgrib perhaps) that could separate the records according to their respective versions. However, I would be interested in looking at such a file to see if there might be some way to get NCL to make sense of it. Can you upload an example file using the instructions at http://www.ncl.ucar.edu/report_bug.shtml? Thanks! Sorry we cannot be of more immediate assistance.
