Re: axis labeling

Please see example 1, the horizontal axis on the bottom sub-plot, on
this page:

   http://www.ncl.ucar.edu/Applications/time_labels.shtml

Just compute the hour and date strings, and use them in place of the
month and year strings in the example code.
