To fix the first problem, try:

       opts@cnLineLabelBackgroundColor = "white"
       opts@cnLabelDrawOrder = "PostDraw"

As for the second problem with the high/low label font colors, this is
due to the "wrf_contour"
routine resetting these resources under the hood to the setting for
"cnLineLabelFontColor".

If you want to fix this, you can copy

> $NCARG_ROOT/lib/ncarg/nclscripts/wrf/WRFUserARW.ncl

to your own directory, modify the file, and comment these two lines:

   opts@cnHighLabelFontColor = opts@cnLineColor
   opts@cnLowLabelFontColor = opts@cnLineColor
