No contour over the continental area when vectors are added

Hello

I used gsn_csm_contour_map_ce to draw the following contour plot.

But when I used gsn_csm_vector_scalar_map_ce to add wind vectors, the contour over the continental area is gone:

Any idea what is wrong? My NCl script is attached.
