Hi Lifen,
If you go to the NCL functions page here:
http://www.ncl.ucar.edu/Document/Functions/list_alpha.shtml
and search on the page for "sum" you will eventually see wgt_areasum2:
http://www.ncl.ucar.edu/Document/Functions/Built-in/wgt_areasum2.shtml
(See example #2.)
That function should do what you want. If you have any further questions
