how to mask the sea and interpolate the missing gap in land which has the same missing assignment with the sea?

hi,

i have a land/sea mask file ,21 classification including sea,whose spatial resolution is 0.25 degree, some variable files in time serial such as air temperature,
but they has missing value not only in the sea but on the land with the same missing data assignment,
 i want to mask the sea and interpolate the missing gap in some kind of landcover type.
 how can i interpolate those missing data on land meanwhile masking sea?
