Hi Bogdan,
I believe the answer is no. A grid can be drawn over a map using input
latitude/longitudes; see example #5 here:
http://www.ncl.ucar.edu/Applications/mapgrid.shtml#ex5

But I don't know of a way to reproduce the part of that plot showing the
different vertical levels..
