There is a Scatter Plots Applications page shown here underneath Plot Types:
http://www.ncl.ucar.edu/Applications/
Alternatively, you can have done a search on the NCL website for
"scatter plot". Either method will get you to here:
http://www.ncl.ucar.edu/Applications/scatter.shtml
