Eric,

I do not know if WMSTNM can be called from NCL or not. I'm currently using
my own NCL code to plot station model type data on my constant-pressure
upper-air charts (850 thru 200 mb). I use the older NCARG FORTRAN-based
stuff for the METAR plots. I'm too lazy to re-program in NCL since the
FORTRAN way is working quite well. As for Icing/Turbulence PIREP plots
you see on the ADDS website (adds.aviationweather.noaa.gov), these used
to be the old FORTRAN interface but, this summer, my coworker, Deirdre Garvey,
wrote code to do this in NCL. It is done with the normal calls to plot
strings. We can provide this code to anyone who may desire it.
