the addition of map tickmarks was added in NCL version 23. I see by your
email, you are running version 22. You need to download a new version.

explains the difference between the gsn tickmark labels that mary haley
was
manually adding to the cylindrical eq. projection, and the new automatic
tickmarks that you can get for any projection by setting
pmTickMarkDisplayMode = "Always".
once you have downloaded the latest version, try setting
pmTickMarkDisplay="Always" to see if you get the lat/lon tickmarks,
and then if that works, try the explicit mode. The explicit mode did not
work b/c there were no tickmarks to replace, they did not exist.
