Plotting U.S. Counties and NCDC Climate Divisions via NCL

We were sent an off-line query asking if NCL could plot
U.S. counties. The answer is "yes". Also, at other times
we have been asked about plotting the National Climate
Data Centers climate divisions.... again, "yes"

Example: generating U. S. county outlines
 
          http://www.ncl.ucar.edu/Applications/maponly.shtml

          and look at example 10. We have a file for every state
          that contains all the counties for that state, and a
          lat/lon location for each county

          generating outlines of Mexico's states. [Example 9]
          
Example: generating NCDC climate divisions

          examples 1 and 2.
         
          This is somewhat 'hidden' because it was developed
          as an example of polygon fill.
