Karin,

Have you tried this:

       gunzip ~/ncl-4.3.0.CYGWIN_i686.tar.gz

Or, maybe your home directory is not "/home/KarinBumbaco", but rather
something like "/home/Karin Bumbaco" (note the space). If so, you will
need to account for this space when referencing your home directory.
