Yes. See this example for an example on a multiple x-y plot:
http://www.ncl.ucar.edu/Applications/bar.shtml#ex5

and you can use gsn_polygon
(http://www.ncl.ucar.edu/Document/Graphics/Interfaces/gsn_polygon.shtml)
to add the shading.
