NCL aware editors : VIM and nedit

Note to all:

There are three editor files that make emacs, vim and nedit
"NCL aware". The vim has recently been updated
[thanks to Arindam Chakraborty (FSU)]. Also, the nedit
keyword list [ncl3.nedit] has been updated. See:

Note: These editor enhancements are *not* supported
          by the NCL team. These are updated on a volunteer basis.
          If you want to update or alter the look and feel of these
          enhancements, you can modify locally. Also, you can send
          improvemenets or changes to ncl-talk and we can make
          them available via the above link.
