This type of thing can be done but is usually a bit complicated.

A simple example of plotting a degree symbol using superscripting
is at:

If you want more precise control of where the degree symbol is
placed, and the spacing, here is an example:

load "$NCARG_ROOT/lib/ncarg/nclex/gsun/gsn_code.ncl"
