I understood your intent.
if you use gsn_csm_x2y2:

plot = gsn_csm_x2y2(wks,xaxis1,xaxis2,10min,30min,res1,res2)

where you set the resources for the separate axes, and yet each array can
have only the number of data points in the series. for example a 6 hour
series will have 36 10min data points, and the 30min series will have 12.

Then you set the starting times accordingly provided that each data set
starts at the same time (say 0 minutes or something).

if you include your ncl script it would be helpful to see how you are doing
things.
