some problem with the function decimalPlaces?

Dear everyone,

      Some problem arose when the function decimalPlaces was used.
      For example, a = -100.0;
                        b = decimalPlace(a,1,True)
     but the result shows that b is -99.9,which likes a missing value.
     Can anyone give the explantation about the problem?
