NCL installation questions should be posted to ncl-install_at_ucar.edu:

You need X11 libraries in order to build NCL under any version of
Windows. X/Cygwin is one such environment that I know of.

I have not tried building NCL under any other Windows/X11 environment.
If you find one, you can use the "Cygwin" configuration file that
comes with NCL/NCAR Graphics as a starting point for the compilation.
