Bad labeling

Hi-
I am having an issue with contour labels where the labels do not match the
Levels being contoured.

In the attached plot, the blue lines are temperature and are labeled (from
upper right to lower left) 5,7,9,17 when the requested contours are 8-20 by
2.

Is there something I am doing incorrectly? The script is attached. The code
is a bit messy since I have been adding resources to attempt to fix this.
