No, the source code is not part of the binary distribution, but you
can get it as part of the source distribution, which is also
downloadable via the ESG. The source code you want is in the directory
ncl_ncarg-5.1.0/ni/src/lib/nfpfort.

I've attached wrf_pvo.f if you want to take a look at it.
