regarding installing UCL

I have installed the Cygwin and UCL following the steps. But when I tested my
NCL and input
cp $NCARG_ROOT/lib/ncarg/nclex/xyplot/xy04n.ncl

why it said:"missing destination file operand after
"local\r/lib/ncarg/nclex/xyplot/xy04n.ncl"

I have moved the NCARG_ROOT.
