You can download NCL source codes and find it.
The functions you mentioned are in ./ni/src/lib/nfpfort/wrf_pvo.f and
wrf_user.f
The names are different because NCL use a C wrapper.
You can check ./ni/src/lib/nfp/wrfW.c for details.
