ncl-talk is for NCL related questions.
As far as units for variables, it is the responsibility of the
data provider to clarify any ambiguity related to units.
The data user should also do a search of the WWW for
possible information.

The file name is "soilw.0-10cm".

A **guess** would be the that units=fraction is relative to 10 cm.
