Label bar

Hi all,

 Please find an attached picture of a label bar. Is there any way i can get
a similar label bar in ncl. There are 2 things i want to get.

1) get pointed triangular ends.

2) put the values alternately on opposite sides. I want to do this because
it will help me compact the label bar.

Could you please let me know of the resources that i need to use.
