NCL in Emacs

Alan Srock & I have made some minor tweaks to the ncl.el file posted
on the website (new version attached).

The primary difference is that strings now fontify properly in GNU
Emacs, and we added more keywords and functions. We're still adding
functions as we notice them, and we hope to add the wrf functions at
some point. Nonetheless, we wanted to pass it along in case it's
useful for other people as is.
