Hi Ziying,

If you have the coordinates of each data point, given as 2D arrays of lat and lon values, then you can contour your data in any of the projections that NCL supports. Otherwise, it will be difficult to use NCL for your data. You are welcome to send your data to us, and perhaps we can figure out a way to make it work.
