Getting a vector map to be drawn over a global map of the world

Hello,

I am using the "vector_3.ncl" as an example map to draw just a simple
vector plot at this stage, but when I run my script I get the map of
vectors but there is no map of the world underneath (unlike the example!) -
how do I turn on the underlying map of the globe?
