Dear Mary
I try to put the hodograph that I plot into cartesian coordinate system so
they can see the wind speed and direction at the same time as in the
picture.
I think Dannis shear has some example?? I saw her email to other ncl users
but I can not access her files anymore

There is no existing, supported hodograph function in NCL.

At some level, perhaps not 'seen' by the user, the wind
and direction must be reduced to u/v for plotting. The user
who donated xy_28.ncl had u and v data. Not sure there
is any "shame" with this approach.

I copied the wind rose code and created the **alpha level**
hodograph function [attached]. I also used
