example script to output number consecutive days temp below tcrit

Please find attached script for ncl-talk archive and a big thanks for all the help from the group esp folks at ucar, particularly Dennis.

The script can be used for multiple files/models/ensemble runs and so may be of interest to anyone looking at ensemble data sets. I looked at min temp but it should be easily adaptable for any variable/limit/range.
