There is no way to directly ftp NCL for any system, but you could use "wget" to retrieve the NCL software directly to your Cygwin system.

You still need to go through the earthsystemgrid.org website, and then once you get to the "Download Individual Files" page, click the little square to the left of the desired binary, and then click the "Download ALL Selected File(s)" at the top right of the table. This will take you to a separate page that contains a "Wget Script Download" script that you can click on to download.

You will also need to obtain a MyProxy certificate, which is mentioned on the same page.
