Everything looks good in your environment. By the way, you don't need to set NCARG_COLORMAPS, because the directory you are setting it to is automatically "seen" by NCL since you have NCARG_ROOT set.

What happens if you change the load commands in your script to:

> load "$NCARG_ROOT/lib/ncarg/nclscripts/csm/gsn_code.ncl"
> load "$NCARG_ROOT/lib/ncarg/nclscripts/csm/gsn_csm.ncl"
> load "$NCARG_ROOT/lib/ncarg/nclscripts/wrf/WRFUserARW.ncl"

?
