I'm not sure what the issue is below. When you lick on the "www.earthsystemgrid.org" link from the download page, does it give you all those errors?
I just tried it myself and it worked fine. Please try again with:
http://www.earthsystemgrid.org/home.htm
There's no other place to get official NCL binaries, although some folks have provided (unsupported by us) NCL binaries via LINUX installers.
