Thanks for providing a graphic, but I'm not sure exactly what you are asking for.
It looks like the script you have is very close to what you want, so I'm not sure what additional help you need.
We have some examples of putting numbers on maps. See example "text_10.ncl" at:

If you need examples of placing individual wind barbs on a map, see example wewather_sym_3.ncl at:
