I just tried downloading TextWrangler and put the new NCL.plist in the appropriate location, but it's not apparent to me where the pull-down menus are.

Can you elaborate?

I tested it in BBEdit, as the same file is supposed to work in both TextWrangler and BBEdit. Seems to work fine and should give you more capability.
