US state and county map with thicker state boundaries

Hi, is there a way to display both US state and county lines in a map but
with state boundaries thicker (bolder) than the county lines?

I am currently using the followings in the ncl script:

res@mpOutlineBoundarySets = "GeophysicalAndUSStates"
res@mpOutlineSpecifiers = (/"Canada : Provinces","United States :
Counties"/)

Any help on this is appreciated.
