Panel Plots (WRF Output)

I am running wrf forecasts and using standard ncl scripts for plotting
precipitation, reflectivity, etc. When viewing multiple times within a wrf
output in a 2x2 panel, during times of no precipitation:

1. The label bar disappears

2. The precipitation plot expands in size and the others with data
reduce in size

Is the solution is to use annotation to create a label bar outside of the
graphic or is there something simpler?
