You can't use the gsn_csm_pres_hgt_vector function with WRF data, unless this data has been interpolated to a rectilinear grid (that is, a grid with 1D coordinate arrays).

I've CC'ed wrfhelp, as they may have some ideas about how to create a plot like this.

You may want to look at the cross-section plots at:

http://www2.mmm.ucar.edu/wrf/OnLineTutorial/Graphics/NCL/NCL_examples.htm

None of these are vector plots, however.
